Development Chittagong | Mega Projects in Bangladesh

The port city of Chittagong / Chattogram is on its way to becoming the true Commercial Capital of Bangladesh. The overall picture of the port city is changing with some development mega projects in Chittagong worth thousands of crores of BD Taka. If these projects are launched in full swing, there will be a radical change in the socio-economic condition of Chittagong Division and the whole Country. Millions of people will be employed here. At the same time, Chittagong will go a long way in becoming a commercial capital of the country through these projects. That is why the present government has undertaken some mega projects in Chittagong.

The first ever Karnaphuli Tunnel is being constructed at the bottom of Karnafuli river to turn Chittagong city into 'One City two Town' in the style of Shanghai, China. The tunnel will connect Chittagong main city and Anwara upazila with the same thread. The 3.4 km tunnel construction project was jointly funded by the Government of Bangladesh and Chinese Exim Bank and was approved in November 2015. The cost of the project has been estimated at BDT 10,374.42 crore. As per expected schedule, the tunnel will be open to traffic by December 2022. When it is fully operational, about 63 lacs vehicles will run every year using this gateway. This will bring revolutionary changes in the industry and tourism sector of Bangladesh.

The country's largest economic zone 'Bangabandhu Sheikh Mujib Industrial City' has been built on the once barren land of Mirsarai upazila. Domestic and Foreign investors are bringing in billions of dollars to invest in this industrial zone, which is built on about 31,000 acres of land which will expended in the future. If the project is fully implemented, around 2 to 2.5 millions of people will be employed.

To facilitate communication in the tourist city Cox's Bazar, a railway line is being constructed to establish direct Chittagong - Cox's Bazar railway line. The cost of the project has been estimated at BDT 18,034.47 crore which is another mega project in Chittagong zone with the joint funding of the Government of Bangladesh and ADB (Asian Development Bank). The government has plans to run trains on this route next year (2022). If the Chittagong-Cox's Bazar railway lines get completed, it will be one of the landmark projects for the road communication system of the country. This will make the journey from Dhaka to Chittagong to Cox's Bazar very easy.

The Bay Terminal is being built on the land raised from the heart of the sea from Anandabazar in Chittagong's Halishahar to South Kattali Rasmanighat. If the BDT 2,500 crore Bay Terminal project get fully operational, the handling capacity of Chittagong port will increase five times more than now. Mother Vessel will be able to come directly and go at the jetty day and night which will save time and cost of transporting the goods.

The Patenga Container Terminal (PCT) is being constructed at a cost of BDT 1,800 crore. The implementing agency is claiming that PCT will play a big role in increasing the capacity of Chattogram port. With the introduction of Patenga Container Terminal under construction on 32 acres of land, more than 4,00,000 TEU containers can be handled annually. It will be the country's first terminal made of rust-resistant and salinity-tolerant iron.

Construction of 16.5 km long Elevated Expressway from Lalkhan Bazar to Patenga is underway. Construction work of thin mega project in Chittagong worth around BDT 3,500 crore is going on full swing. The launch of the expressway will radically change the Chattogram City's internal communication system.

Some other mega projects in Chittagong zone including “Anwara Economic Zone” worth BDT 16,000 crore, “Chittagong City Outer Ring Road” project worth Tk 2,500 crore, “DT-Bayezid Link Road” worth BDT 320 crore, River Bank Conservation worth BDT 280 crore, Road and Drainage system reform project worth BDTk 716 crore and Karnafuli Water Supply Project-2 worth BDT 4,500 crore are important.

Chittagong’s fine natural harbour was known to the Mediterranean world from the early Common Era and to Arab sailors by the 10th century. The port of CTG has became the gateway of Bangladesh for foreign trade. Present-day Chittagong was developed according to a series of master plans which will bring best economic benefit for the whole country.

Thanks,

Dhaka to Chattogram Double Line Railway Track Update

The construction work of the remaining 72-km long dual gauge - double rail line on the Eastern Railway's between Laksam - Akhaura is progressing rapidly. The cost of implementing the project has been estimated around BD Taka 6,504 crore. The project work is expected to be completed within June 2020. If the project is implemented within a certain period of time, the country's railway sector will achieve unprecedented success. There will be a new episode in railway transportation of Bangladesh. Passengers will be able to go to Chattogram from Dhaka within three to four hours.

According to the Bangladesh Railway, the distance from Dhaka to Chittagong railway is 325 km via Brahmanbaria. Of these, dual gauge was only 118 km. After the year 2008, the government took initiatives for up-gradation of the entire Dhaka - Chittagong railway line into double line. In view of this, 253 km of the railway track has already been upgraded to dual gauge line. The remaining part was 72 km from Laksam - Cumilla - Akhaura which is also aiming to upgrade to dual-gauge double line by next June.

Construction work is underway at a rapid pace. The project to upgrade the Laksam - Akhaura Railway into dual gauge was approved on December 2014. The tender was called on May 2015 for the appointment of a contractor. The contract was signed with the contractor on June 2016. The Laksam - Akhaura Dual Gauge project is costing BD Tk. 6,504 crore and 55 lac. The Asian Development Bank (ADB) is giving a loan of Taka 4,118 crore 14 lac, the European Investment Bank (EIB) is giving Taka 1,359 crore 75 lac and the rest of the amount Tk 1,026 crore 66 lac is being provided from Bangladesh Government funds.

Under the Laksham - Akhaura Dual Gauge Railway Project, 144 km dual gauge main line and a 40.60 km loop line will be constructed. Railway sheet of 132 pound will be used in the main line and 90 pound sheet will be used in the loop line. In addition, construction of station building and modernization of the signaling system of 11 stations, 13 major and 46 minor bridges will be constructed between this rail line. Engineer's office of total 68,190 square meters will also be built.

China Railway Engineering Corporation, Tama Construction and Max Infrastructure (CTM Joint Venture) are working jointly as contractor for Laksham - Akhaura Railway development project. Already, about 65 percent of the overall progress of the Dual gauge work has been completed.

The construction of the Laksam-Akhaura project began on November 2016. The project is expected to be implemented by next June. Due to continuous work speed, project implementation may not be possible within the stipulated time. In this case the period may need to extend.

Meanwhile, the construction of the Lakasam - Akhaura Railway's Dual Gauge will be a record achievement for the Bangladesh Railway. There will be a new chapter in railway transportation. The Dhaka - Chittagong train journey time will be reduced by 2 to 4 hours. Traveling to Dhaka - Chittagong by train will be possible in just three and a half hours.

More Inter-city services will be started with multiple direct trains. Trains can be operated on this route with higher Excel locomotives. The number of trains will also increase and the line capacity can be increased from 32 pairs to 72 pairs. Regional and international freight transport system will be developed. If one line is closed due to train derailment, the other will run. Number of train accident will be lower. Above all, the Bangladesh Government's railway sector is likely to become a profitable institution.

Outer Ring Road Project around Dhaka City

The government has decided to construct an outer ring road (circular or roundabout road) around the capital city Dhaka to reduce traffic congestion in and around the city. This ring road will ease the travel of all the surrounding districts with Dhaka. The road will directly connected with the Dhaka - Chittagong highway and the under construction approach road of the Padma Bridge Dhaka - Mawa highway.

This circular road will reduce traffic congestion in Dhaka, and on the other hand, the communication to the neighboring districts with Dhaka will be easier and time consuming. Using this road, passengers will be able to travel to other districts without entering to Dhaka city. The cyclical road will play a more effective role for freight trucks than passenger buses.

Meanwhile, the project has been approved by the Ministry of Road Transport and Bridge in the Committee on Economic Affairs recently. The project is expected to begin January 2020 and it is expected to be completed by December 2023.

Small Details about the Dhaka City outer Ring Road:
  • Length of the ring road will be 134 km.
  • In the first phase total new 48 km long road will be constructed.
  • The estimated cost is BD Taka 10,200 Crore.
  • According to the proposal, three different roads -18km from Hemayetpur to Kalakandi, 18km from Kalakandi to third Shitalakhya bridge and 12km from third Shitalakhya bridge to Madanpur will be constructed.
  • Rest 84 kilometer existing road will be up-graded.
  • The project will be implemented on a G2G, Public-Private Partnership (PPP) basis.
  • The government initially selected Japan as a project implementer and financier. However, Japan can take another country or company as a co-financier next time.

Dhaka city Ring Road Routes:
According to the preliminary survey, the alignment of the proposed outer ring road has been modified. The revised route will connect the Padma Bridge approach road to Hemayetpur (Dhaka-Aricha Highway) to Kalakandi (Dhaka-Mawa Highway). This will be connecting the Dhaka-Chittagong highway to Madanpur-Bhulta through the approach road of the third Shitalakshya Bridge. And also connect the Dhaka Bypass to Kadda (Gazipur) to Baipail (Dhaka EPZ) to Hemayetpur (Dhaka-Aricha Highway).

Ring road will be constructed so that passenger buses, trucks, private cars etc which can easily cross Dhaka and enter the neighboring district or upazila city. The population of Dhaka city is constantly increasing. Dhaka has become a mega metropolitan city due to the heavy pressure of traffic in the north-south and east-west side.

During the current government period, various projects have been implemented and some are implanting in Dhaka City to cope with the increasing pressure of traffic. If this project is implemented, the transport vehicles will be able to drive from east to west and north to south without entering Dhaka city.

A large section of Dhaka travelers will be able to travel very easily and in a short time using the Outer Ring Road. As a result, the traffic in the inner city of Dhaka will be greatly reduced and the existing traffic load will be diverted towards the ring road. Travelers can travel safely from any area of Dhaka city to another area using Inner Ring Road through Outer Ring Road.

U Loops in Dhaka City to Reduce Traffic Congestion

Dhaka is one of the most densely populated mega cities in the world. Anisul Haque, the late mayor of Dhaka North City Corporation (DNCC), had undertaken a project to construct eleven U-Turn between Satarasta (Tjgaon) to Uttara road to reduce the traffic congestion in the capital city Dhaka. But after his death, the project closed due to some land related problems of the Roads and Highways Department. At last the project started again with a compensation of Tk 5.80 Crore to Roads and Highways Department.
  • Satrasta (Tejgaon)
  • In front of Kohinoor Chemical Co Ltd in Tejgaon
  • Mohakhali bus terminal
  • Mohakhali flyover
  • Chairman Bari
  • Kakoli rail station
  • Near Army Golf Club in Banani
  • Kawla between Uttara and Khilkhet
  • Near RAB 1 office in Uttara
  • Jasimuddin Road uttara
  • Abdullahpur in Uttara

Mr. Atiqul Islam, present mayor of DNCC said that, recently after launch of two new U-Turn in Uttara area, the traffic problems have become tolerable and we have decided to start this project for the benefit of the people. Another U-turn is underway in the Kawla area near Khilkhet. Hopefully the construction work will complete within a month.

The former Mayor Anisul Haque planned to construct 11 U-Turn / U-Loop from Satarasta to Uttara road. Implementation of the project required 31.25 bigha land of Roads and Highway Department, 1.61 bigha land of Bangladesh Railway and 1.83 bigha land of Civil Aviation. The late mayor held several rounds of meetings with these organizations.

Of these, RHD have the largest amount of land. The Department of Roads and Highways allowed the use of 31.25 bigha land at no cost to the Mayor. But after his death, RHD stopped working for the project. The department demanded money for the required land, as a result the project cost increased.

On July 2018, RHD agreed to give land for the project, seeking compensation of Tk. 5.80 Crore adding the compensation to the project expenditure. The revised Development Project Proposal (DPP) was sent to the Planning Commission from the Ministry of Local Government on October last year.

Under this project, SM Construction is constructing all the U turns. The construction work of these u-turns will be completed in two phases. From first phases two u-turn already opened, another will opened in next month. The overall work progress is around 70 percent.

Satrasta to Uttara is one of the busiest roads in the capital. There are traffic jams on this road all the time. The U-Turns are being built based on the Turning Yard theory. In these u-turn, the vehicles will be able to rotate without any signal. And the biggest advantage is that, vehicles do not have to stand behind any other vehicle, even it does not have to slow down for any traffic signal. Passengers will enjoy traffic-free roads at a very low cost and without any hassle.
