Rooppur Nuclear Power Plant Update | 2019


Within next four years in 2023, Bangladesh will step in to the nuclear world as the 33rd country. The structure of the Rooppur nuclear power plant will be visible in this year. The apparatus will set soon. Power will be produced at a nominal cost. The dream from six decades of the country will be fulfilled. Construction work of the country's largest and first nuclear power project is going on rapidly at Rooppur of Ishwardi, Pabna.

This is a milestone in the production of electricity of Bangladesh; the country will earn a global status. In 2041 Bangladesh will be a developed country. The dream of Bangladesh to become a developed country will go forward one step after completion of this project. At present, this is the biggest project in the country based on expenditure which is BDT 13.19 billion. Russia is giving a loan of BDT 9.14 billion and the rest will arrange by the Bangladesh government.


The power plants will produce total 2400 MW electricity from two units and the costing for production at the plant is about three thousand times less than the coal based plant. The international market price of one gram uranium-235 is only BD Taka 5 to 6, which will produce 24 thousand units of electricity. To produce 100 units of electricity the cost will be around three paisa/cents. But because of the infrastructural and other expenses of the nuclear power plant, the cost of electricity will be BD Taka 4 to 5 per unit.

After completion, Rooppur will be the country's lowest power generating project. The first unit of 1,200 MW will come to produce in 2023 and the second unit of another 1200 MW in 2024. More than five thousand workers are working hard through day and night in this project. More three to four thousand workers will be added within a few days with the present worker group. The infrastructure of the power plant will be visible in this year, 2019.

From 2020 the reactors will be coming from Russia with Vessel and they will be placed in the framework. Five 20-story buildings have already been constructed for the officers and engineers near the site office. Besides, more multi-storied buildings are under construction. Other works are also moving fast forward.



This project will change the overall infrastructure and socioeconomic status of the country and it will increase or dignity through the world. To maintain standard power transmission and distribution infrastructure everything is creating like a developed country so that grids never fall into disasters. At the same time, the telecommunication system is improving for un-interrupt power station's emergency communication system. To ensure cyber security, lighting, signaling and all security systems should be of the highest level in the way the nuclear power plants are used. Everything is under the conditions of the International Energy Agency (IEA).

If the projects get implemented, our country will go a long way in progressing towards the advanced world. The first-class naval route building from Mongla to Ishwardi is under construction to bring heavy goods to the nuclear plant site. With the capacity increase of the port of Chittagong and Mongla, harmonization is being done to bring goods from any port to Ishwardi from all over the country.

The project is constructing in the western part of Pabna district which will open an opportunity for industrial development soon in this area. Rooppur Electricity will be given in the neighborhood as a priority basis. Agro and chemical industries will be established in Pabna region, peoples will be employed. Changes in education system will happen. Universities in the country are opening the department of nuclear, research has already begun.

According to Power Systems Masterplan-2016 of the Government, around 60,000 MW of electricity will require in the country by the year 2041. As the industrialization is growing, the demand will increase further. There is no substitute for nuclear power to meet the growing demand of electricity and power for the people at affordable cost. Using Liquid fuel, a base-load plant is not possible. The base-load plant will produce electricity 24 hours at low cost which is possible only by nuclear power. In addition, the life time of oil or gas based plants is less than 30 years, production capacity is close to 60 percent. But life time of nuclear plant is 60 years and after maintenance it can be extended for another 20 years. Production capability is above 90 percent. So, more than 1100 MW of power will come from a 1200 MW plant. As a result, long-term electricity will be available at low cost. Fuel of nuclear power plant is environmentally friendly. For this reason, four more nuclear power units were planned to establish by 2041 in the country which will produce 4800 MW electricity.

Based on the information’s, Regarding accidents or radioactivity, there is no danger of accidents due to the five-level security in the Rooppur power plant which is more secured known as world's latest VVER-1200 reactors. If an airplane weighing 5.7 tons with 450 miles per hour speed falls on the containment, it won’t cause any damage even in a nine Richter scale earthquake or in a 125-meter speed tornado. Apart from this, under no circumstances the radiation of this plant will not cross 300 meters around the reactor.







The electricity grid system will be improved by 2022. The dredging started in 2017 to improve Navigational Development of naval route Pakshi via Chandpur-Mawa-Goalanda from Mongla. Around 36 kilometer capital dredging is ongoing from 460 km of naval routes which will be maintained with regular dredging. The Navy is implementing it. The overall work has progressed a lot and most of the capital dredging has already been completed.

The construction work of Transmission Infrastructure Development for Evacuation of Electricity for Ruppur Atomic Power Plant will start soon. With this transmission line, electricity from Rooppur will be supplied in 37 upazilas of 13 districts of Dhaka, Rajshahi and Khulna division. Though the estimated time of this transmission line work from April 2018 to December 2022. Hopefully the work will be completed within the stipulated time.

In 1961, an initiative was taken to construct the first nuclear power plant at Rooppur. But there were no further improvement. In 2009, the government of the people’s republic of Bangladesh took the initiative again. In 2013, the formal work of the project was started by signing the agreement with Russia. Prime Minister Sheikh Hasina inaugurated the construction work of the first and second units respectively on 30th November and 14th July on 2018.

BEPZA's own Economic Zone in Mirsarai Chittagong


Bangladesh Export Processing Zone Authority (BEPZA) is going to establish and Economic Zone (EZ) in Mirsarai, Chittagong. This zone will be one of the important among all the Economic Zones of Bangladesh. On 18th May 2017 BEPZA, BEZA and Chief Co-coordinator (SDG Affairs) of Prime Minister’s Office signed a Memorandum of Understanding (MoU). The BEPZA Economic Zone has started its journey through the signing.

BEZA (Bangladesh Economic Zone Authority) allocated 1150 acres of land to BEPZA for setting up this economic zone in Mirsarai, Chattogram. Number of industrial plots in this zone will be 850. Approximate investment amount in the economic zone will be around 4.5 billion US$ and it will create employment opportunities for around 5 Lac peoples. BEPZA is already a brand for local or foreign investors; the BEPZA EZ will be one of the important attractive zones to all the investors.


This economic zone will be able to achieve good reputations, efficiency in home and abroad since BEPZA is very expertise in setting up industrial zones, its development and operation. BEPZA is marching ahead successfully and set a unique example in attracting investment in the country for others to emulate. At present there are total eight Export Processing Zones located various areas in the country which are already been famed as Bonanza for the Investment. During the last 2009-16 period, BEPZA has attained US$ 2667.60 million investment in growth of 179.19%. Total export earned US$ 38330.99 with growth of 216.57% and generated employment facility for 2,55,118 peoples of growth 123.29%.

The Government of Bangladesh has planned to establish 100 public and private economic zones across the country which is a new concept of investment. BEZA aims to establish economic zones in all the potential areas in Bangladesh including backward and underdeveloped regions. The BEZA (Bangladesh Economic Zone Authority) is attached with the Prime Minister’s Office (PMO) and is mandated to establish, license, operate, manage and control economic zones in Bangladesh.


Due to scarcity of land in all the EPZs located in Dhaka and Chittagong, it became very difficult to allot new industrial plots to the local and foreign investors. This problem will be solved and it will be possible to allocate plots to the potential Investors of BEPZA in Chittagong area. Moreover the professionalism and experience of BEPZA will expedite the development and maintenance of this Economic Zone.

BEPZA is also playing an important and excellent role in women empowerment and socio-economic development and progress. Till April 2017 around 4,63,000 Bangladeshi nationals are working in the 462 operational enterprises of eight EPZ in the country and among them 64% are female. In the last fiscal year, the all the Export Processing Zone gained US$ 404.36 million investment and exported goods worth US$ 6676.32 million. BEPZA is relentlessly working to increase and diversification of export, generation of employment by attracting investment in the country.



There will be smart road connectivity from Dhaka-Chittagong national highway to the BEPZA Economic Zone. The zone area is 65 KMs away from Chittagong / Chattogram Sea Port, 70 KMS away from Chittagong EPZ (CEPZ), 77 KMs from Chittagong International Airport and 199 KMs from Dhaka city.

EPZ in Bangladesh | Facilities and Incentives for Investors


Types of Investors: Classification of the local and foreign Investors in all the EPZs (Export Processing Zone) of Bangladesh are as per the policy of BEPZA are:

  • Type A: 100 percent foreign owned including Bangladesh nationals ordinarily resident abroad
  • Type B: Joint venture between Foreign and Bangladeshi resident entrepreneurs
  • Type C: 100 percent Bangladesh entrepreneurs resident in Bangladesh

Facilities and Incentives:
The authority provides various facilities and incentives for the investors in the EPZs. Below are some details of the list of Incentives & Facilities for the investors:

Fiscal Incentives:
  • Duty free import of construction materials
  • Duty free import of machinery, office equipment & spare parts etc
  • Duty free import and export of raw materials and finished goods
  • Relief from double taxation
  • Exemption from dividend tax
  • GSP facility available
  • Accelerated depreciation on machinery or plant allowed
  • Remittance of royalty, technical and consultancy fees allowed
  • Duty & quota free access to EU, Canada, Norway, Australia etc
  • 10 years tax holiday for the Industries to be established before 1st January, 2012
Duration and rate of tax exemption for Mongla, Ishwardi & Uttara EPZ for the industries set up after January 01, 2012 is as follows:
  • First 03 years (1st, 2nd and 3rd year): 100 percent
  • Next 03 years (4th, 5th and 6th year): 50 percent
  • Next 01 year (7th year): 25 percent

Duration and rate of tax exemption for Chittagong, Dhaka, Comilla, Adamjee & Karnaphuli EPZ for the industries set up after January 01, 2012:

  • First 02 years (1st and 2nd year): 100 percent
  • Next 02 years (3rd and 4th year): 50 percent
  • Next 01 year (5th year): 25 percent

Non-Fiscal Incentives:
  • 100% foreign ownership permissible
  • Enjoy MFN (most favored nation) status
  • Foreign Currency loan from abroad under direct automatic route
  • Full repatriation of capital & dividend
  • No ceiling on foreign and local investment

The only Export Processing Zone (EPZ) in Rangpur division is the Uttara EPZ, located in Nilphamari district in the country. It is one of the seventh of total eight EPZs in Bangladesh established in the year 2001. The distance of the Uttara Export Processing Zone from Dhaka International Airport is 406 KMs.
