About BORI | Bangladesh Oceanographic Research Institute


Bangladesh Oceanographic Research Institute (BORI) is the first and only national institution on Bangladesh that will be able to play an important role ensuring the development and utilization of the country's maritime resources and plays a leading role in the study of marine science. In the wake of Bangladesh's victory in the maritime boundary case with Myanmar on 18 March 2012 and India on 7 July 2014, Bangladesh has acquired 1,18,813 sq km ocean area, a special economic zone of 200 nautical miles, continent from Chittagong coast to 345 nautical miles.

If you can ensure the proper utilization of the resources of this area which is almost equal to Bangladesh's total land area, Bangladesh's economy will move at a rapid pace. Given the immense potential for the development of tourism, including the establishment of deep sea ports, development of coastal management, mineral resources and proper utilization of sea resources, the interest of the international community towards the sea-based economy (Blue Economy) of Bangladesh is increasing.

The potential of this newly-emerged sector in the country is limitless. For this reason, Bangladesh Oceanographic Research Institute (BORI) will be able to play an important role in the study of maritime affairs and the creation of skilled manpower. The institute will work to conduct all activities as a focal point of Bangladesh at the national and international level on maritime affairs. The Bangladesh Oceanographic Research Institute will assist in conducting its own research, as well as the research work of other domestic foreign bodies, colleges and universities.


Establishment History:
  • Bangabandhu Sheikh Mujibur Rahman took the initiative in 1973 to establish a maritime research institute in order to enrich the country's economy and reduce poverty in the country by collecting and conserving valuable resources of the Bay of Bengal. But after the brutal and tragic massacre of Bangabandhu in 1975, the initiative ceased.
  • Later in 1996, the Hon'ble Prime Minister Sheikh Hasina set up a review committee to establish the National Marine Science Institute.
  • Following the recommendation of the review committee, the decision was made to establish a National Marine Science Research Institute in the 2000. The project titled "Establishment of National Marine Research Institute Phase-1" was adapted from June 2000 to July 2005 under the Ministry of Science and Technology to ensure the proper utilization of marine resources.
  • In 2009 the visible progress of establishing Bangladesh Oceanographic Research Institute was achieved with the solemn initiative of the Prime Minister Sheikh Hasina.
  • At the ECNEC meeting on 02/07/2009, when the proposal for establishing an institute on 4 acres of land was presented, the Prime Minister increased the amount of land to 40 acres. The prime Minister directed to re-present the project, including laboratories, residential buildings, marine aquariums and wind power, in the project area.
  • Within 2010, the acquisition of 40 acres of land was completed at Jungle Goalia Palang Mouza in Ramu upazila of Cox's Bazar district. Currently, the project is being implemented at a cost of BD Taka 102.80 crore.
  • Under the project titled "Establishment of National Oceanic Research Institute (1st Stage-2nd revised)", a three-storey institute building with laboratories, three officer's quarters, two staff quarters, director general's residence, staff dormitory, officer’s dormitory, club building, rest house, ansar bhaban and a school-cum-community buildings, a total of thirteen buildings have been constructed.
  • Also 66 types of scientific research instruments for ocean research have been brought.





Present Workforce:
At present, total 14 peoples including 1 senior scientific officer, 3 scientific officers, 1 administrative officer, and other employees are working for the overall implementation of the project. Moreover, there are 16 Ansar guards for the security of the Institute and 8 daily based cleaners are working to keep the Institute clean.

Bangladesh Oceanographic Research Institute (BORI) has been developed into a standalone institution. It is the first and only national institute of oceanography in Bangladesh. This organization will be able to play an important role in the innovation and development of the country's maritime resources and will play a leading role in revenue generation. Multiple research and development activities will be conducted in each of the research departments. Successful implementation of the current action plan will be possible through the development of sustainable technologies in the country, including poverty alleviation programs and the achievement of various UN development goals.

In future, research activities will be expanded. Bangladesh will emerge as a prosperous and developed country at the base of the earth through the use of maritime resources if it can effectively manage this institute for the purpose of undertaking maritime research activities, applying research findings and managing and controlling all related activities.

About BIDS | Bangladesh Institute of Development Studies



The Bangladesh Institute of Development Studies (BIDS) or The Bangladesh Unnayan Gobeshona Protishthan, is an autonomous public multi-disciplinary organization which conducts policy oriented research on development issues facing Bangladesh and other developing countries. The mission is to facilitate learning in development solutions by conducting credible research, fostering policy dialogue, disseminating policy options, and developing coalitions to promote informed policy making.



The Institute also conducts training on research methodologies and carries out evaluation of development interventions. In that pursuit, BIDS is involved in collection and generation of socio-economic data for carrying out analytical and policy loaded research on current economic and social issues and dissemination of research findings and knowledge on developmental concerns to support policy formulation. BIDS researchers also contribute directly to formulation of government policies through their interactions and participation in the policy making process.

A Brief History of BIDS:
The Bangladesh Institute of Development Studies (BIDS) had its origin in Pakistan, named as the Pakistan Institute of Development Economics (PIDE) and established in June 1957. From the very beginning, PIDE was served by a significant number of Bengali scholars and a distinguished body of foreign scholars. Through its performance, PIDE attracted bright young economists and social scientists that began their career at the Institute. The PIDE was moved to Dhaka in January 1971

After the emergence of independent Bangladesh in 1971, the Institute was called the Bangladesh Institute of Development Economics (BIDE). Later on, a Parliamentary Charter was awarded in 1974 and the Institute was renamed as the Bangladesh Institute of Development Studies (BIDS) to reflect its multidisciplinary focus of development research. It was incorporated as an autonomous body, governed by a high powered Board of Trustees under the Chairmanship of the Minister of Planning, Government of the People’s Republic of Bangladesh. Since 1974, through a process of national level institutional restructuring, two other institutions: the Population Study Centre and the National Foundation for Research on Human Resources Development were merged with BIDS in 1982 and 1983 respectively.

With its multidisciplinary focus on development, evolving development paradigm, and changing economic and social realities of the country, the research focus of BIDS covers a wide range of issues including macroeconomic fundamentals, agriculture and rural development, poverty and inequality, trade, food security, microcredit, industry and small and medium enterprises, labor market, health, nutrition,  education, rural nonfarm activities, environment and climate change, water resources management, energy, gender and empowerment, migration, urbanization and other areas of dynamics of development in Bangladesh and developing countries in general. Emerging priority issues include macroeconomic management, environment and climate change impacts, infrastructure including energy and power, and impact of globalization. 

Initially, funding for BIDS was made through regular government budgetary support. In 1983, the Government created an endowment fund to ensure a source of recurring revenue for running the Institute, thereby reducing its dependence on regular budgetary support, and enabling BIDS to enjoy more functional autonomy. In 2009, the Government provided a Research Endowment Fund of Tk. 200 million to support   core institutional research of BIDS. Some donor agencies and foundations also provide resources for its activities.

Goals and Objectives of BIDS:
The strategic objectives of BIDS are crystallized around the theme of generating credible policy oriented research on development issues facing Bangladesh and other developing countries along with strengthening research-policy links to promote informed policy making in Bangladesh. In the pursuit of its strategic objectives, BIDS activities are multi-dimensional and inherently straddle several objectives:

  • Promote excellence in policy research and extend the knowledge frontiers to facilitate learning in development solutions especially in priority areas    of development related to social well being of the poor and disadvantaged groups in society;
  • Collect and generate socioeconomic data to facilitate the conduct of analytical research on current economic and social issues and facilitate development planning and policy formulation by the government;
  • Disseminate knowledge and research based policy options to the policy makers and assist them in designing credible development strategies for achieving economic and social goals;
  • Expand outreach of research to civil society and other stakeholders to help shape policy debates on key development issues, develop broader understanding and consensus, and promote knowledge based policy agenda;   
  • Conduct training and capacity building programs and promote the application of cutting edge research techniques and appropriate methodologies in economics and allied social sciences to develop human and institutional capacities within the government and in other institutions;
  • Promote research communication and networking to share research findings on the BIDS knowledge base and stimulate interaction within the research community, policy makers, civil society, and other stakeholders through organizing workshops, seminars, conferences, and using different modes of print and electronic media.

DMB - Disaster Management Bureau, Bangladesh


Hello Readers,
This post is another review of a recently launched web portal of the Govt. of The Peoples Republic of Bangladesh.

Based on the geomorphology and physiography, Bangladesh is mainly alluvial delta plain land which is divided into three zones:

  • Hills,
  • Terraces and
  • Flood Plain 

The country has an approximate land area of 147,570 Sq.km. There are three mighty rivers in Bangladesh namely, the Padma (known as the Ganges in India), the Brahmaputra and the Meghna.


The land in the country frequently visited by natural hazards like floods, droughts, tornadoes, cyclones with accompanying storm surges, river-bank erosion's and earthquake etc. These are the most common natural disasters in the country.

Bangladesh, which is also in close proximity with the Himalayas (Everest), has a long history of seismic tremors. Four great earthquakes of magnitude exceeding 8 (eight) during the years: 1897, 1905, 1934, 1950 and another 10 (ten) earthquakes exceeding magnitude belt during the last 100 years.


The massive losses of lives and properties caused by these kind of natural disasters with repeated frequency in short intervals made Bangladesh one of the most disaster prone country in the world.

A little History about DMB:
Disaster Management in Bangladesh had gone through a process of significant reforms. Previously the focus was limited in relief and rehabilitation activities. Following the devastating floods of 1988 and the cyclone of 1991, which has created a massive destruction in the economy and a short-term project titled Assistance to Ministry of Relief in Coordination of Cyclone Rehabilitation: BGD/91/021 was taken up after the killer cyclone of 29 April, 1991.


While implementing the project, the Project Steering Committee (PSC) chaired by the Member (Programming and SEI), Planning Commission at one of its meetings on 28 January, 1993. In conformity with this endorsement, the Government of Bangladesh established the Disaster Management Bureau (DMB) in April, 1993 as the successor of the Disaster Coordination and Monitoring Unit.

Mandates of the DMB:

  • Promote awareness building activities.
  • A facilitator for the preparation of local disaster management action plans at union, upazila and district levels.
  • Maintain coordination with line departments / agencies, NGOs, social organizations etc.
  • A facilitator and a depository of all Disaster Management Related Information
  • Maintain Inventory of Skilled Disaster Management Personnel
  • Monitoring unit to monitor disaster preparedness activities through district administrations

Objectives of DMB:

  • Increase awareness at all levels of society to reduce disaster risks and losses
  • Strengthen national institutional capacity for disaster management up to district, upzila and union levels
  • Establish disaster action plans in the most disaster prone districts and upazilas.
  • Enhance the knowledge and skills of key personnel having disaster management responsibilities
  • Promote proven local-level risk reduction (“proofing”) measures
  • Improve the effectiveness of warnings and warning dissemination systems

Roles and Responsibilities:

  • The main role of the Disaster Management Bureau (DMB) is to provide support to disaster management decision makers, planners and practitioners at all levels in Bangladesh by acting as a small dynamic professional unit at a national level to perform specialist functions in the field of disaster preparedness, local level disaster action and contingency planning, awareness training, facilitating improved information collection.

Natural Disaster and The DMB



Bangladesh is a disaster-prone country of an area of about 1,47,570 sq. km. with population around 160 million. Bangladesh is a worst victim of natural disaster causing colossal loss of lives and properties.

Definition of Disaster:
An event, natural or man-made, sudden or progressive, that seriously disrupts the functioning of a society, causing human, material, or environmental losses of such severity that the affected community has to respond by taking exceptional measures. The disruption, (including essential services and means of livelihood) is on a scale that exceeds the ability of the affected society to cope with using only its own resources.

Disaster Management: 
Disaster management includes all aspects of planning of and responding to disasters. It refers to the management of both the risk and the consequences of disasters, and includes both prevention and preparedness measures taken in disaster-prone areas in anticipation of the known hazards – often referred to as “pre-disaster” and long-term rehabilitation.

Normal Phase (normal time):
A period when there is no immediate threat but long-term actions are required in anticipation of the impact, at some unknown time in the future, of known hazards.

Alert and Warning Phase:
The period from the issuing of an alert or public warning of an imminent disaster threat to its actual impact, or the passage of the threat and the lifting of the warning. The period during which pre-impact precautionary, or disaster containment measures are taken.

Disaster Phase:
The period during which direct impact of a natural calamity is felt. Disaster phase is long in case of slow on-set disasters (droughts, normal monsoon flood) and short in case of rapid on-set disasters (flash flood, cyclone, earthquake, fire, industrial accident, landslide etc).

Recovery Phase:
The period, following the emergency phase, during which actions are to be taken to enable victims to resume normal lives and means of livelihood, and to restore infrastructure, services and the economy in a manner appropriate to long-term needs and defined development objectives.

The adverse impacts of various natural hazards affecting socio-economic condition need to be reduced for sustainable development. On realization of this reality, the Government of Bangladesh has undertaken a lot of plans and programs for risk reduction through disaster management.

Roles and Responsibilities of DMB:
The main role of the Disaster Management Bureau (DMB) is to provide support to disaster management decision makers, planners and practitioners at all levels in Bangladesh by acting as a small dynamic professional unit at a national level to perform specialist functions in the field of disaster preparedness, local level disaster action and contingency planning, awareness training, facilitating improved information collection.
  • During Normal Time
  • During an Emergency
  • During Post-Disaster Recovery

During Normal Time: 
  • Developing a National Disaster Action Plan, and associated practical guidelines for those   responsible for its implementation.
  • Helping line ministries and agencies to develop and test their own contingency/action plans.
  • Helping district- and thana / upazila-level authorities to develop and test their own disaster preparedness plans.
  • Working with local authorities, BDRCS / CPP, NGOs and others to help union councils and village communities in high-risk areas to develop their own contingency plans and increase their own coping capacity.
  • Collaborating with existing training institutes, training materials development units, and NGOs already engaged in relevant training activities, to co-ordinate and promote the production of curricula and relevant training materials for various target groups.
  • Collaborating with line agencies, local authorities, existing training institutes, and relevant NGOs, in planning organizing training for a wide variety of government personnel, elected officials and others.
  • Establishing facilities, information systems operating procedures, and telecommunications systems, for a national emergency operations centre (EOC) control room, for immediate use when an emergency arises.
  • Establishing arrangements for the mobilization of additional personnel for the EOC and to assist local authorities in the field, when required.
  • Providing a documentation and information services on disaster management for line agencies and others.
  • Working with the Planning Commission and concerned line agencies to increase awareness of disaster risks and ensure that such risks, and possibilities to reduce them, are considered and appropriate measures incorporated in development planning.
  • Monitoring and reporting to the Government/Parliament on the risks faced, the vulnerability of people and economic assets to known hazards, the status of preparedness in the country and any delays/bottlenecks in the implementation of disaster prevention/preparedness programs and project.

 During an Emergency:
  • Ensuring the effective dissemination of appropriate warnings, of flood, cyclones (through collaboration with BMD, BWDB, CPP, Radio, TV, and authorities in particular). Activating and operating the national EOC (control room), receiving, analyzing, storing, incoming information, arranging rapid reconnaissance and assess mission, where needed.
  • Providing secretarial services and expert advice to the National Disaster Management Council (NDMC) and Inter-ministerial Disaster Management Co-ordination Committee (IMDMCC)
  • Providing information to and liaising with ERD concerning requirement international assistance, and with Ministry of Information.

During Post-Disaster Recovery:
  • Co-operating with the Planning Commission and line agencies, as required in compiling data on reconstruction requirements and in coordinating the preparedness of an integrated reconstruction program
  • Ensuring that risk reduction measures are built into all reconstruction programs as much as possible
  • Undertaking a final evaluation, or at least a "post mortem", on the overall operation, drawing lessons and feeding them back to the IMDMCC training activities and up-dated guidelines.

Ministry of Industry Bangladesh | MOIND


Hello Readers,
This is a review post about the official web portal of The Ministry of Industries (MOIND) of the Peoples Republic of Bangladesh.

As per the info provided on the portal: An important objective of creating this website is to disseminate the useful information relating to industries, so that the foreign investors as well as local entrepreneur / stakeholders can learn about the services of MOIND through online.

A little about the Ministry:
The Ministry of Industries is located at the Motijheel commercial area in Dhaka city. Before the liberation war (1971), there was a department of Commerce and Industries in Dhaka, then the provincial capital. After independence of Bangladesh a new Ministry was created by the Govt. as the Ministry of Commerce and Industries in 1972. The ministry was shifted from Bangladesh Secretariat to the present place in 1978. Afterward it was divided into 3 Ministries:

  • Ministry of Commerce
  • Ministry of Industries
  • Ministry of Textile and Jute

Board of Investment and Privatization commission came out as separate entities in 1989 and 2000 respectively from the Ministry of Industries. There are four corporations, 6 directorate / institutions and one Accreditation Board working under the ministry of Industries. The ministry supervises and coordinates the activities, policy matters and administrative affairs of these organizations in conformity with the existing laws, rules and regulations.

The Ministry of Industries carries out some functions through its six wings. The Wings are:
  • Administration and Co-ordination
  • Autonomous Bodies
  • Audit and Department
  • Privatization (Disinvestment) Laws and International Co-operation
  • Research and Development
  • Planning.

Responsibilities:
Ministry of Industries is primarily responsible for developing new policies, ideas and strategies for promotion, expansion and sustainable development of Industrial sector of the Bangladesh. Given the present environment and increasing trend in globalization, the private sector is playing an important role in the industrialization of the country. The Ministry of Industries has taken the role of a facilitator with a view to creating increased industrial activities in the country.

The official web portal of the Ministry of Industry provides some basic information about the structure of this Ministry, activities of the Ministry. Just like other Govt. portals, this site also published other govt. websites of the country.

This site will help all concerned understand the way, in which the Ministry of Industry is functioning and the efforts exerted by the Ministry towards fulfilling the hopes and aspirations of the citizen of Bangladesh and above all its towards our national growth and economic development.

About The Ministry of Water Resources | MoWR BD


The Ministry of Water Resources (MoWR) is the apex body of the Government of the People's Republic of Bangladesh for development and management of the whole water resources of the country. It formulates policies, plans, strategies, guidelines, instructions and acts, rules, regulations, etc. relating to the development and management of water resources, and regulation and control of the institutions reporting to it.

The Ministry of Water Resources prepares and implements development projects relating to flood control and drainage (FCD); flood control, drainage and irrigation (FCDI); riverbank erosion control; delta development and land reclamation; etc. and provides irrigation, drainage, flood protection, bank erosion protection, land reclamation facilities by constructing barrages, regulators, sluices, canals, cross-dams, embankments and sea-dykes along the banks of the rivers and the coast, etc.

The Ministry, through its implementing arm -the Bangladesh Water Development Board (BWDB), implements the FCD/FCDI and other development projects. It also collects, processes, stores and disseminates hydrological and hydraulic data and information through BWDB. It provides flood forecasting and warning information through Flood Forecasting and Warning Center (FFWC) of BWDB. The Ministry prepared the Guidelines for Participatory Water Management (GPWM) and that is being widely followed by the stakeholders at all levels.



The Ministry through its macro-planning arm –the Water Resources Planning Organization (WARPO) prepared National Water Policy, the Coastal Zone Policy, National Water Resources Database (NWRD), National Water Management Plan (NWMP) and Integrated Coastal Resources Database (ICRD). Data can be collected from WARPO for nominal charges.

The Ministry has also research and coordinating institutions such as River Research Institute (RRI) responsible for physical and mathematical water modeling; Bangladesh Haor and Wetland Development Board (BHWDB) for the development of Haors and wetlands; Institute of Water Modeling for mathematical water modeling; and Center for Environmental and Geographic Information Services (CEGIS) for integrated environmental analysis using GIS, remote sensing (RS), database and IT. The Joint Rivers Commission, Bangladesh acts as the secretariat of the Ministry for dealing with the sharing and management of the waters of the trans-boundary Rivers.

Other principal activities of the Ministry include expansion of irrigated areas, water conservation, surface and groundwater use, estuary control, anti-salinity measures and anti-desertification activities, re-excavation of canals and rehabilitation of embankments, international cooperation, liaison with the international organizations, processing matters relating to treaties and agreements with other countries and world bodies in the field of water development and management. According to the National Water Policy, 1999 the Ministry is responsible for formulation of a framework for institutional reforms to guide all water sector related activities and will:
  • Exercise water allocation power in identified scarcity zones on the basis of specified priorities and determine the priority for allocating water during critical periods;
  • Sustain shallow groundwater aquifers, regulating the extraction of water in identified scarcity zones with full public knowledge;
  • Prepare specific drought monitoring and contingency plans for each region experiencing recurrent seasonal shortage of water etc;
  • Empower local government or any other body, to allocate water in scarcity zones during periods of severe drought, monitor the water regimes and enforce the regulations etc;
  • Confer water rights on private and community bodies to provide secure, defensible and enforceable rights to ground/surface water etc;
  • Ensure the minimum requirement of stream-flows for maintaining the conveyance of the channel.



Achievements:
The task of operation and maintenance of completed projects is vested with the Ministry. Operation and maintenance program of these completed projects is an ongoing activity.
  • An O & M program of these projects and other ancillary work of Tk 2810.00 million is being undertaken in the current fiscal year 2007-2008.
  • Under the current Annual Development Program (ADP) (Revised) 2007-08, the Ministry has been implementing 72 investment (including 2 study projects) and 3 technical assistance projects with a development budget of Tk 9379.40 million. Among the total 75 projects, 70 projects (including 2 TA projects) are being implemented by the Bangladesh Water Development Board. Other 5 projects are being implemented by WARPO (2 projects), Bangladesh Haor and Wet-Land Development Board (1 project) and River Research Institute (2 study projects).

The Ministry of Water Resources is a development ministry. The Ministry has 3 wings namely:
  • Development Wing responsible for preparation, implementation and monitoring of the aided projects;
  • Planning Wing responsible for processing of all projects for approval by the Planning Commission and preparation, implementation and monitoring of projects solely funded by GoB, and release of all funds of the development projects under ADP.
  • Administrative Wing responsible for the administration of the Ministry and the organizations reporting to it.



Mandates of the Ministry of Water Resources:
  • Regulation and development of rivers and river valleys.
  • General policy and technical assistance in the field of irrigation, flood control, anti-water-logging, drainage and anti-erosions.
  • All matters relating to irrigation, flood forecasting and warring, flood control, flood control works, causes off floods and damage caused by floods to irrigation projects, embankments, etc.
  • Basic, fundamental and applied research on river valley projects and flood control works.
  • International cooperation in the field of flood control and development of water resources.
  • International commissions and conferences relating to irrigation, flood control and water resources management.
  • Construction and maintenance of canals under W. D. B. Project; construction and maintenance of water control structures for the canals executed under the Canal Digging programme.
  • Soil conservation drainage and water-logging.
  • Storage of water and construction of reservoirs, embankment and barrages.
  • Land reclamation, estuary control.
  • Anti-salinity measures and anti-desertification.
  • Hydrological survey and data collection.
  • Matters relating to Joint Rivers Commission; Joint Committee, Standing Committee, etc and Common Border Rivers.
  • Secretariat administration including financial matters.
  • Administration and control of Subordinate office organization under this Ministry.
  • Liaison with International Organization and matters relating to treaties and agreements with other countries and world bodies relating to subjects allotted to this Ministry.
  • All laws on subject to this Ministry.
  • Inquiries and statistics on any of the subject allotted to this Ministry.
  • Fees in respect of any of the subjects allotted to this Ministry except fees taken in courts.
