Rapid Action Battalion | RAB | Fight Against Terrorism


Dear readers,

The topic of this post is about the law and order force of the Government of Bangladesh called Rapid Action Battalion (RAB). Bangladesh is one of the developing countries of the world. In the upcoming future this country is going to make her own place in the top 20. One of the impediments to the development of Bangladesh is: its unstable law and order situation. At the back drop of this unstable situation the Government of Bangladesh felt the necessity to organize a permanent special force under the direct supervision of the Ministry of Home Affairs in order to make the society crime free and stabilize the law and order situation.

Finally with the blessing of Honorable Prime minister and under the close supervision of the Honorable State Minister for Ministry of Home Affairs a special Force named RAPID ACTION BATTALION FORCES (RAB) was formally emerged on 26 March, 2004. This force started its operational journey at a limited scale from 14 April, 2004.



Mission of the Force:
Prevent crime and apprehend criminals.   

Motto of the Force: 
Motto of Rapid Action Battalion Forces is Bangladesh is My Pride.  

The capabilities of RAB forces are:

1. Performing regular duty in any situation related to internal security of the country.
2. Recovery of unauthorized arms, ammunition's, explosives and such other harmful materials.
3. Apprehension of armed gangs of criminals.
4. Assisting other law enforcing agencies for maintaining law and order situation in the country.
5. Intelligence gathering in respect of crimes and criminal activities.
6. Investigation of any offense on the direction of the government.
7. Such other duties as the government may, from time to time, assign.

At present there are 12 battalions in the whole country, these are:

AFD BD | Armed Forces Division of Bangladesh



This post is a little review about the website of Armed Forces Division of the Government of the Peoples Republic of Bangladesh. The Government has taken some steps or initiatives to make a Digital Bangladesh. Building websites for every Ministries and Departments, Wings, various Government Institutes, etc. is one of their steps. Armed Forces Division is an extension of Prime Minister’s office for promulgation of policies, issuing Government approvals for Armed Forces deployment and coordination between Services Headquarters. It is a principal government organ for the coordination of all operational matters as well as important administrative matters relating to the Armed Forces. It has the authority, direction and control over Services on operational and administrative matter under the direct supervision and guidance of the Prime Minister. As per Government notification, Principal Staff Officer (PSO) is entrusted to perform the duties of a full fledged Secretary with full administrative and financial authority as that of a Secretary in any other Division / Ministry.



A little history of the AFD based on the description provided on their site.

  • AFD is an extension of the Prime Minister’s office for promulgation of policies, issuing Government approval for armed forces deployment and coordination between services headquarters.
  • This Office has undergone a number of structural as well as status changes since its inception in1978.
  • This was raised as Commander-in-Chief's Secretariat in December 1978 under Ministry of Defense.
  • After 8 years, on 10 November 1986, it was renamed as Supreme Command Headquarters under the same Ministry.
  • After another 3 years, in 1989, this office was given the status of a Division and was renamed as Supreme Command Headquarters Division and started functioning like other Ministries. At the same time, its affiliation was separated from the Ministry of Defense and included in the Rules of Business of the Government.
  • In 1991, after the change of Government from Presidential system to Parliamentary system, Supreme Command Headquarters Division was renamed as Armed Forces Division and its businesses were reallocated.
  • In October 1998, the Table of Organization & Equipment of Armed Forces Division was revised into present setup.
  • The role of the Armed Forces Division has changed since it was integrated into Hon’ble Prime Minister's Office. Originally, as Supreme Command Headquarters, it had only general authority over the Services. But after being incorporated into Hon’ble Prime Minister's Office, it acquired the ministerial status to deal with the rest of the ministries on equal footing.
  • Today it is a principal Government organ for the coordination of all operational matters as well as important administrative matters relating to Armed Forces. It has the authority, direction and control over Services on operational and administrative matter under the direct supervision and guidance of the Hon’ble Prime Minister. SSF or Special Security Force of Bangladesh


In this post I am going to introduce you about the Official Website of the Special Security Force (SSF), the elite Force of the Government of Bangladesh providing physical protection and security to the VIPs (Head of the State and the Government).


SSF also provides physical protection and security to a visiting foreign head of state or government and any person declared as VIP by the government. The mainstay of this force is the specially selected officers from various disciplined forces like Bangladesh Army, Bangladesh Navy, Bangladesh Air Force, Police and Ansar. The force is commanded by a Director General (Brigadier / Major General) who directly acts upon the orders and instructions the Head of Government. They are specially trained to make them `security agents'.

A little about SSF from their site:

SSF - Special Security Force was established on 15th of June 1986, with a mission to provide physical protection and security to the President, Prime Minister (or head of government), visiting Head of State/Government of any country and any person declared as VIP by the government.

SSF carries out this sacred task as per the provisions and authorities vested in the force by Special Security Force Ordinance 1986 and Red Book. SSF is organized into various bureaus namely, Operations and Protection, Intelligence, Logistics and Training. The office is located at Prime Minister's Office at Tejgaon.

Protection:

SSF Provides physical protection and security to the VIPs of Bangladesh inside and outside of the country. SSF also provides physical protection and security to a visiting foreign head of the state or government and any person declared as VIP by the government. Physical protection of the VIP is executed / performed on ground by the agents of the Protection Bureau.

They carry out sweeping, search and all other Standard Operating Procedure (SOP) and drills as necessary for the protection of the VIP. Use of various "state-of-the-art" equipment and well trained sniffer dogs are part of the protection array. This important task is executed in conjunction with other security and law enforcing agencies.


Training:
The SSF Training Center is located in the heart of Dhaka City opposite to the Prime Minister’s Office. It is well equipped with all training gears and accommodation facilities. The training conducted at Special Security Force is unique because of its quality. SSF provides a wide range of courses utilizing its personnel throughout their SSF career.


The course curriculum provided by SSF is designed for Close Physical Protection Group, Residence Group, Advance Group, Solo Body Guards, Special Agents and Security Intelligence Agents. In a single year hundreds of training recruits undergo extensive training in firearms, use-of-force/control tactics, emergency medical techniques, physical protection and water survival and rescue training.

About BEPZA | Bangladesh Export Processing Zone Authority



BEPZA, The meaning is Bangladesh Export Processing Authority. In order to stimulate rapid economic growth of the country, particularly through Industrialization, the government has adopted an 'Open Door Policy' to attract foreign investor to make investment in Bangladesh. The Bangladesh Export Processing Zones Authority (BEPZA) is the official organ of the government to promote, attract and facilitate foreign investment in the Export Processing Zones.

According to the authority of BEPZA - The primary objectives of an EPZ (Export Processing Zone) is to provide special areas where potential investors would find a congenial investment climate, free from cumbersome procedures which is very helpful for the Investors.



An export processing zone (EPZ) is defined as a territorial or economic enclave in which goods may be imported and manufactured and reshipped with a reduction in duties / and/or minimal intervention by custom officials (World Bank 1999).

EPZ Provides:

  • Plots/factory BLDG in custom bonded area.
  • Infrastructural facilities
  • Administrative facilities
  • Fiscal and Non-Fiscal incentives
  • EPZ attracts Foreign and Local investment

The main Objective of the BEPZA:

  • Promotion of Foreign (FDI) and Local investment
  • Diversification of Export
  • Dev. of backward & forward linkages
  • Generation of Employment and up gradation of their skills
  • Transfer of Technology

Type: There are three type of Investment according to BEPZA:

  • Type A - 100% Foreign Ownership 205 (58%)
  • Type B - Joint Venture 49 (14%)
  • Type C - 100% Local Venture 98 (28%)
