About Dhaka - Ashulia Elevated Expressway

Construction work of the Dhaka-Ashulia Elevated Expressway will begin in upcoming December 2019 and will be completed in June 2022. The whole project will cost around BD Taka 17,000 Crore. This will be a 24 km long elevated expressway from the Uttara Airport – Abdullahpur – Dhour – Ashulia – Zirabo - Baipail - Dhaka EPZ. The down road of the expressway will be upgraded into four lanes including service lane.

The contract was signed last month for design consultancy, reviews and construction oversight between the Bangladesh Bridge Authority (BBA) and the famous consultancy firm of Spain named Tecnica Y Proyectos S.A. (TYPSA) and the Bangladeshi company DOHWA and DDC. The project will be implemented by the government of Bangladesh and China on a G2G (Government to Government) basis.

Commercial contract has already been signed for this mega project. Soon there will be a loan agreement. Information has been provided by the bridge department related to the project. Initiatives were taken to construct the expressway at the beginning of the last term of the present government. But as a big project due to some complexities, it was temporarily halted.

Finally, the project was approved by Executive Committee of the National Economic Council (ECNEC) in the last tenure of the government. In order to minimize the traffic congestion in and around north side of Dhaka city, the Government of Bangladesh intends to construct the 24 km long of Dhaka – Ashulia Elevated Expressway.

Initially the original plan of the Dhaka-Ashulia Elevated expressway depicted to be 42km long connecting Dhaka airport with Savar National Martyr’s Memorial via Abdullahpur, Ashulia, Dhaka EPZ and Chandra. But later, the government decided to reduce the length to 24km,

Dhaka-Ashulia Elevated expressway Project at a Glance:
  • The route of the Elevated Expressway is Hazrat Shahjalal International Airport – Uttara Abdullahpur – Turag Dhour - Bara Ashulia – Zirabo – Baipail - Dhaka EPZ.
  • It will be an extension of the 26-kilometer Dhaka elevated expressway linking the airport to the Dhaka-Chittagong highway near Shanir Akhra.
  • Total ramp will be around 10.8 km and road will be 14.28 km.
  • One Flyover in Nabinagar area will be constructed which will be approximately 2.00 km long.
  • Total length of all the bridges in this expressway will be around 2.70 km.
  • There will be 8 km drainage system on both sides of the road
  • There will be 3 kilometer long four Lane Bridge instead of the existing Ashulia dam to protect the circular waterways that surround the Dhaka metropolis which will protect the natural environment of the area.
  • The road below the expressway will be upgraded to 4 lanes including service lane.

The Government of Bangladesh and China will implement this mega project as a G2G basis. From the total BD Taka 17,000 crore costing, China will provide around BDT 11,000 crore and our Government will arrange the rest BDT 6,000 crore.

After completion of this project, this will be the longest elevated expressway in Bangladesh. Implementation of this project will facilitate communication between the industrial area of the region and the EPZ with the capital city Dhaka. It will improve north-south connectivity and will link important industrial, commercial and business centers. This expressway will reduce travel times and provide travel comfort and convenience to people living in and around Dhaka City.

Soil filling work is underway on another 40 km route in Bagerhat section. After completion of soil work the railway slipper and other work will be start.

For this rail line project, around 10,851 metric tons of UIC rail section has been brought from India. Besides, the construction of the 5.13 km long Rupsa Rail Bridge is ongoing full swing. The Mongla – Khulna Rupsha Railway Bridge is now visible on the River. Small details of the construction work update as on July 2019 at the site is:
  • Total length of the broad gauge railway route between Fultola, Khulna to Mongla, Bagerhat will be around 64.75 kilometers.
  • Already piling work of 877 piles has been completed.

  • Total 31 bridges and 112 culverts will be constructed in this 64.75 long route.

Construction work of eight station buildings from Khulna to Mongla has also started. The construction work is ongoing fast. After completion of this railway, the rail link will be established from Mongla to Panchagarh in northern part of the country and to Shiliguri of India via Banglabandha land port. The long-dreamed Mongla Port will be fully operational for the communications development in the region. Khulna will find its lost industrial remarks.

Construction workers at Rupsa railway bridge site are very busy. They are working through day and night in the both side of the river. Piles are standing up one after another at the river basin. Overall 50 percent construction work of the whole railway project has been completed especially in Khulna district area.

The construction of the Fultola / Phultala Railway Station has been completed. At present, infrastructure works of Aranghata and Mohammad Nagar stations are ongoing. Land acquisition for approach road for four stations in Bagerhat area has done.

The Bangladesh Railway minister Nurul Islam Sujan visited the site on 4th July 2019 and after the inspection of railway construction in Khulna and Mongla said that the government is building a special rail line from Khulna to Mongla easier transportation and to increase the handling capacity of Mongla Port. Khulna-Mongla railway line will be operational by 2022.

Beside passengers, goods will be transported through this broad gauge railway. The minister also said if direct rail link between Khulna to Siliguri in India via Panchagarh and Banglabandha is created, then the rail connectivity with India, Nepal and Bhutan will increase which will open more business opportunities for the country.

At the same time, users of Mongla Port will increase. Based on the information’s of Bangladesh Railway, the project is being implemented at a cost of more than 3,850 Crore Taka which is jointly financing by the Government of Bangladesh and India. The primary aspect of this project is to expand trade and cooperation with all the SAARC countries.

Economists of Bangladesh are saying that the optimism created in Khulna region’s trade and commerce is for the construction of Khulna-Mongla Railway and Padma Bridge. Mongla will be the center of interconnection with India and transit of Nepal-Bhutan if communication system is developed. The trade and investment will increase among India, Nepal, Bhutan and Bangladesh. The lost linkage with the capital city Dhaka will be restored.

Thanks,
